No. Adaptive Targets and the weekly check-in are included in every plan. If you would rather set your own targets, switch your Program to Manual in Account, under Goal, then Your plan.
Your target follows what you burn, measured from your log and your weight trend. If the starting formula guessed high, the first check-ins trim it. As you lose weight, a smaller body burns a little less, so small trims later are normal too. It can go up as well, when you burn more than the formula thought. A check-in changes your target by 250 calories a day at most, and you choose whether to accept it.
